Three of Wands: Dawn or Dusk?

The yellow sky in the Three of Wands can be either dawn or dusk; there is no set rule as to which is which.
The man waiting, overlooking the bay, is either waiting for his ships, which are his decisions, ideas, or pursuits in action, to come in with results, answers, or solutions.
Or he is watching them leave the safe harbour of his imagination, going out to start their journey towards success.
Whichever one it is, it indicates that his decision-making process is complete, and the wait begins.
